State appraiser certification process must meet Federal guidelines set forth in the Financial Institutions Reform, Recovery, and Enforcement Act (FIRREA) of 1989. The purpose of the Act is to provide real estate appraisers a process for certification which will allow them to participate in federally regulated real estate-related financial transactions as defined and recognized in Title XI of FIRREA. In other words, a mortgage being underwritten by a national bank requires that an appraiser be licensed or certified by his or her state.

The appraiser's state license or certification is evidence that the appraiser has performed a specified number of work experience hours, as an intern trainee appraiser, under the direct supervision of a State Board approved appraiser, and having passed a State Examination, and completes a specific number of hours of ongoing Continuing Education Training. Prior to the Savings and Loan crisis of the 80s, which gave rise to appraiser licensing, appraisers had to market their expertise, service, professionalism and association designations. The Appraisal Subcommittee (ASC) of the Federal Financial Institutions Examination Council (FFIEC) maintains an Appraiser Qualification Board (AQB) national registry database of appraisers and their license/certification status.
